Does size matter? International Culture and Small Coutries

The Dutch tend to compare themselves with bigger countries like France and Germany on almost any subject. This is certainly true for the field of international cultural policy. In discussions on whether or not we need cultural institutes, the role of migrant groups in the arts and our focus on priority countries like India and China, comparisons are often drawn between the Netherlands on the one hand and the large European countries on the other. The assumption being that the Dutch may not be quite there yet, but essentially play in the same league. Only rarely do we seriously look at the strategies of smaller countries.

In this public meeting, three experts: Thomas Laely (Pro Helvetia), Marianne Kruckow (Danish Art Agency) and Eugene Downes (Culture Ireland) will share with us their strategies for international cultural cooperation. All three play a crucial role in shaping and implementing the international cultural policy of their countries. The discussion moderated by Stephen Hodes will compare the countries' approaches on issues such as:
- How do we prioritise, geographically and in terms of disciplines?
- The (perceived) friction between programmes based on artistic quality vs. programmes based on cultural diplomacy principles
- Do we work demand-driven or can other countries only sample the production we prefer to supply?
- How do we look at working multilaterally in a European context?
- How do politics and the arts interact?
